If it gets to closer to the end of the month and you havent sealed the deal then yes, try a promotional offer off the 1st month rent or security deposit.  

If he is truly in belief that the property is worth $700,000, have him order an appraisal. 

And it may be that some people are very successful in other areas of life, but real estate investing is a completely new area for them and so they do not have a good self image of themselves in that area.I recommend reading "Letting Go" by David Hawkins to help with letting go of the self-limiting beliefs that you might be telling yourself unconsciously.

I know this is something @Brandon Turner espouses and tells the story of how just this tactic, at church no less, helped him snag a pretty good property (the 24 unit, I think).And thinking back, it's wild that Brandon was the one to promote this considering how legendarily introverted he describes himself as. 

I am expecting some huge promotions to get people in casinos while we are there.

I should also mention I currently make about 30k/yr at my two W2 jobs and am actively working on increasing that (I'm up for a promotion at my full time job that I'm interviewing for sometime this week).
