It has a ton of potential because of the location and the huge Air Force base but investors perception of the risk if the base close causes properties there to remain very low priced and so does the rents.

Sacramento and Fresno both seem like more affordable markets but as I am not knowledgeable on those areas may take less money but more risk to get in as the market seems softer than the east bay(this is just perception not based off any professional analysis).
