My water company will do that if you can prove that a repair was made and that the water usage was actually related to a "leak" and you aren't selling water from your hose or something crazy.

I'm worried about them getting filled/having to help cover the mortgage.Am I getting hosed by my property manager?

There were two interior violations that have already been fixed-no smoke detectors in vacant unit (because it was being painted), and no handrail on stairs (apparently there had never been one there).The neighbor feels that the downspout in question (with the code violation for needing repair) drains into an underground pipe that is broken (apparently he invited someone onto the property at some point and they used dye packets and his own hose to confirm his suspicion-I tried to called the sewer folks but they didn't feel this is something they would have done), and the water drains through his retaining wall, which he feels is damaging it. 

Shove a hose under the deck , take a funnel and stick it in the hose .

I would have them sign an addendum (like @Max T. suggests) similar to this one:This agreement serves as consent from the Landlord to permit Tenant(s) to attach and use a clothes washer and/or dryer within the aforementioned rental unit under the following conditions:Any damage to the Premises caused by water originating from the washer and/or its connecting hoses will repaired by the Landlord at the undersigned Tenant(s) expense.Tenant agrees to regularly maintain and clean lint/debris from the dryer unit itself as well as attached ducting.

I basically let them know I will be hosing the thing down once and a while and they should prepare for that.

Had a millennial from a 3 family telling me about how the neighbor kids where always playing in the sprinklers and spraying the hose.

The dishwasher drain hose is supposed to come out of the dishwasher, go all the way up to the bottom of the countertop, and then back down to connect to the sink drain or Disposall.
