As for the residence, just go get a post office box; a close buddy I served with lives in a custom trailer pulled by his truck, but his official residence is a post office box in Tacoma, Washington.

@Darren Chang The short answer is yes, I have seen prices much lower in areas like Bremerton and the rest of the peninsula as well as south near and past Tacoma. 

I recommend attending 1-2 meetups every few months to get familiar with the movers and shakers in your local real estate market. 

I want to flip a house in Tacoma Washington as a stepping stone to buying a rental property in Arizona but I only have 10,000 for a property and need more cash does anyone have any ideas on how to find partners??

If I were you I would consider trying offer your services as a property manager/project manager to some of the "movers and shakers" in your market.   

I'd consider most markets, but wouldn't move to Tacoma as my girlfriend is not a fan.

Can you fly into town and pick out or purchase everything and then just hire some movers to pick it up and place it?
