I would prioritize #4 first, #1, and #3 for that property, then the rest.Add to the list. 

I started by looking at the all cities I could get to in a 2-hour non-stop flight--then started researching and prioritizing within that window.  

I prioritize clients as needed, but it always comes with a price, it's the same concept as a 24/7 plumbing service who charges you 120/hr and a regular plumber 60/hr.

People who are in the market for a home prioritized safety even over price when considering a neighborhood.There is also evidence that homes close to public transportation command higher prices.

Either they can't afford the rent or they are not prioritizing appropriately, either way YOU lose. 

While not ideal I was in a similar position in that I couldn't pass on the opportunity.If you don't feel like you have the bandwidth for all the projects at once, you might consider either wholesaling the ones you can't/won't be able to handle or just simply prioritizing the houses and work on them one at a time.If I were in your position I would prioritize the homes according to how much time/money each one will take to rehabI'd start with the easiest ones first so you can get them on the market and get them rented.

Make sure you have a prioritized list of items to work through.

The tenant still has terrible credit but now prioritizes rent. 

A good property management company should be able to prioritize you when needed.
