Sounds like you already have all the necessities in place to succeed!

Any anti-growth is either too stringent or too lax for certain people so even though a very high percentage of San Diegans want an anti-growth they typically fail.Cities are by necessity passing rules to try to curtail jamming every open space with buildings. 

I contacted the local police department who stated that AC was a luxury and not a necessity.  

I need step-stool to get in and out of that thing so I'm not in it unless it's an absolute necessity!

But you do have to address issues that concern safety  and certain items like heating/cooling, cooking, etc ...things that are necessities.  

If after all your expenses for necessity items for your family the number to pay your bills is 4,000 then that is 48,000 a year.

Of course that could have happened when it was removed, so this may not too big of an issue at this point.Maybe their temporary but my house was built in 1947 and has one that's been there the entire time.Unless he can provide proof the post wasn't supporting anything I would definitely charge the tenant for these repairs.This shows the necessity of having cash for repairs if you want to be a landlord.
