Everything you mentioned to me sounds atrocious, and no offense but flat out stupid-- door knobs are $8,  and you can get 30-minute mud for drywall that's another $8, the caulk thing is horrible!

I understand managing the tenants may be a headache, but I am confident the information i've been consuming here on the site, from the book (on managing rental property) and the bp podcast that i along with my "core 4" should be able to tackle most if not all issues in regards to undesirable tenants.

i would not recommend sanding, messy, dusty, and some earlier materials have asbestos , skimming with drywall mud is a better option, then leave smooth or retexture

This 5 feet of space is consistently mud, and it gets so wet that in the winter (rainy season) water runs through my garage quite severely (there is a constant stream through it).I know very little about drainage.

"Mud jacking" may or may not solve your problem.I would at LEAST ask a few in your area if they ever jacked a chimney.

There is also evidence of termite infestation (mud tubes in foundation wall).The rent is a little more than 1% of the purchase price; not great, but maybe OK for the Raleigh area.
