It's not really any concern until you disturb it.

This included occupancy above state required threshold that is already high, pets/animals, disturbing other occupants, smoking, etc. 

I know from the pictures, there are opportunities to rehab a little bit to add value, which I'm most excited about, but there are tenants in place that I do not want to disturb, (also stated not to).

You appear to be doing all the right things to be a good community citizen, but the neighbors are reacting out of fear.Plead your case at the council meeting re previous notoriety aka the rehab show and that will subside (assuming you don't capitalize on it via adverts) naturally.Assuming you rent to one guest at time, the car issue will go away too.SO; the issue imo should quickly turn to a new business in the community, zoning and minimizing social disturbance.

You can locate your office in your home if it has the space, can be closed off, and will not disturb your ability  to concentrate.Good luck to you!
