I used to be a painter for 3 years.

Wanting to negotiate with a friend/painter to paint the inside of a rental, their labor, my materials.

Not perfect but under the circumstances all that is warranted.As for the walls I personally never allow a tenant to do any work especially painting unless maybe they are a professional painter and can provide you examples of their work.

They requested to paint the interior last year but as they are not professional painters and I was leery of what kind of paint job they would perform I said no.

You got stairways and high ceiling foyers / living rooms that are hard to get to for the painters - and it’ll cost you dearly when the time comes to paint. 

Do not hire a cheap painter off CL. 

But an invoice from a painter and the cost of new carpet would certainly be justified deductions from the tenant's security deposit if damaged by smoking inside.
