Are there signs of water intrusion on the inside of the structure? 

I'm also an end buyer at times and I would never pay the assignment fee directly to the wholesaler at the time of signing a contract rather than at the closing. .

Using this process, our evication rate is 1 for every 750 leases signed, so it works. 

I would call every "handyman special" sign you see hanging on telephone polls in your market.  

Each time we get a continuation even with the police report the arrest record, so I reach out section 8 after reading the HAP lease I signed with them and the tenant and was told this is not their problem.

The reason I ask if it used to ascertain damage to something on the lot (water/sewer/utilities hookups or something) and you don't have pics and mutually signed documentation from the lessor/lessee upon each tenant's move in prior to your ownership, would you be able to justify a charge upon move out?

There are other ways to do it - driving for dollars, snipe signs, mailers, etc.
