Often time the filter is matted down with pet hair. 

Is it a mat slab, perimeter stem foundation, or footings?

I saw an article where the owner in a similar situation moved in, strapped a gun to his hip (legally of course) and walked around in his briefs.

If they are prone to violence, you let the eviction process take it's course.If they are typical druggies, you strap a 6 iron to your hip amd move in with them amd make loud noises all night long or all day long if they sleep at night, And you play loud musical compositions by Beethoven or Hank Williams 24/7.

And to the maintenance part of it...having an LLC, but not properly maintained would be like having a helmet on without the strap being clicked in. 

But it could be the sink P (or S) trap.
