You can still deliver notices to pay or quit and get the process started without courts being open (assuming your state has not halted evictions).If she never signed the lease copy you have, you are under month to month agreement, so you could also deliver 30 days notice to vacate.

You can ask for the building to be delivered tenanted if it has some units vacant which would make vacancy less of an issue for you and secure the property more until things shift back to normal conditions.

What the videos have found is that after 100 numbers texted, you have to change the text message body, or the cell phone carriers will flag the text as spam and will not deliver the text.
