@Troy Luster I agree that it is a creative solution, however, I don't see an owner likely going for it.

As a possible solution, I located an online form submission site that allows me to create a custom form, to which I can provide a link in my advertisement.

Just think about them on an individual basis...or even as pairs, where when there is a problem with one, it leads to one of the other "targets" as the solution.  

No sanding between coats, as long as you recoat within 5-8 hours (I believe the period is, check the label, it has been a little while, and I am old, so I do not remember).

I agree with the news solution.

Finding a good management solution is not easy is some markets...some investors never do find one.

The large investor is looking for a quick down and dirty solution for dealing with a much greater number of late payments.The small investor would rather live with tenants controlling the rent payments rather than having to train them to pay on time.
