I've seen designs for a soundproof wall where top and bottom plates are 2x6 and you put 2x4s on alternating edges every 8 inches (16" on center for each side).

It’s not fair but I’m guessing the alternative is you don’t close, which will likely cost you more money assuming you’ve already paid for an inspection, appraisal etc.Have you simply asked what happens if you don’t pay it?

Normally I do not threaten eviction and would rather find alternate methods of getting rid of tenants that I do not desire.

I would expect it to read that when a tenant requests a repair, they are obligated to provide access.If that is the case, then I would send the tenant a polite, registered letter reminding him he is in breach of his obligations as tenant and informing him that if the behaviour continues you will have no alternative but to terminate the tenancy.Things should have not been allowed to get this stage and this tenant is likely beyond training.
