If you have not done construction in the Bay Area in a few years you are going to be in for an unpleasant surprise when you bid something out... prices are crazy right now.

You don't want any surprises at the end. 

This will avoid any 'mechanics lien' surprises. 

He did not pay rent for October (450$) and after a 3 days pay or quite letter he called and said that his niece will move in with him so he will be able to afford the rent and that he will pay me the rent by Monday 10.08.18 .He didn't pay (Surprise) by that date so i sent him a text message and he reply with "no need to do eviction, i will be gone by the 25th"My question is what do you guys think i should do?

I don’t have experience with bidding on land but I won a house at auction and did a lien search through a title company and it cost me 150$ but it to me it was worth 150$ then to be surprised with an outstanding lien.

You would be surprised how many folks are willing to help someone starting out. 

And on a bigger scale, I actually did a private loan (I was the borrower) of about 1/2 million with zero collateral (and that was when I was much smaller in scale, so I'm surprised she did it)But since bad things can happen to good people, most lenders want something tangible to back it up. 

Additionally, there aren't any surprises once construction begins, so what you estimate the cost to be isn't too far from the actual cost.
