YOu can bill tenant for Nicotine stained walls and after washing with TSP, let walls dry completely and prime with Kilz before painting,, you can charge tenants for the priming sealer also.. but usually not cost of paint.Woodwork, cabinets, window glass,  also holds nicotine and should be washed down,, if it's painted then do the TSP wash, prime and paint,, and GOOD LUCKTo wash ceilings if not popcorn,, I use a sponge mop followed by a another sponge mop with a terry towel..

For mice you can usually treat the urine stains ... we often use just hydrogen peroxide or, if it is really bad, one of the enzime products specifically for animal urine.
