If the damage is extensive, consider a restoration service.  

If you want used go with Craigslist or Habitat for Humanity Restore are some options.

The buyer is MIA and if there is a deed that can be recorded to restore title back to the original seller/borrower, that would be my first step.

Mark, still not hearing any defined area of interest, you're saying development, to most here that means a housing development, 100 lots, might have mixed use in there, you may mean development as a project, that might be restoring a 100 year old home.

If the power has been off for a period of time, check with your local electric company or code office and see if they will require an inspection before they will restore power.  

@Josh Nix this was an estate sale so it feels good that we can sort of restore the glamour of the house when it was first purchased by the original owner.
