Those are emotional reasons masking as financial ones. 

The coating would peel off in places, and it still leaked a little.Finally my wife and I broke down and got a foam roof.

No peeling paint.

It would drive me nuts drive by a rental house with trash outside, cars parked on the dirt, weeds in the yard and peeling paint.  

The appraisal report mentioned that the studio is not consistent with the main dwelling standards and hence given a separate valuation - about $180/sqft lesser than the main dwelling (building alone) discounting the value of the land (studio has peel and stick flooring with no heating or cooling).

I know there are paints and primers that mask odors but I am not sure of the effectiveness on cat/urine odor. 

The price drops to $150 per unit after the first unit.A clearance exam consist of a visual assessment and if there is any chipping, cracked or peeling paint you automatically fail the inspection.

If you just rob the bank with a gun and a mask, at least you won't be leaving a paper trail.
