For myself personally, I live in a low income neighborhood, but because there are many students who live near me (we live in the city, so space to live in a good area is both limited and expensive) the rent is inflated massively.

Naturally I'm looking for the highest possible ARV and rent but I'd be saving massive bucks if I can just stick to what's in there with the added ceiling fans providing air conditioning, and I fear that installing HVAC would not provide a sufficient amount of value-add vs. the cost savings of not having it installed.

They want to see 2yrs of property rents reported on my taxes to include the rental income in my debt to income ratio.Additionally, the bank is taking ~3+ months to complete a closing and I keep having to produce this massive packet of paperwork to get the underwriting done.
