@Daniel Beaulieu in most jurisdictions, at foreclosure, if the FTL is JUNIOR in time to the foreclosing mortgage/security deed/deed of trust, the settlement agent/title company is required to provide the IRS formal notice of the pending foreclosure.

To my knowledge,  it usually stems from tenants that like to party a bit too much and unhappy neighbors that make formal complaints to the city.  

I wonder do I have to present a formal business case to get a commercial loan approved other than showing the rent rolls and consistent cash flow?

What are the rules, formalities and curtousies behind this situation?

There is only one way to understand the underlying issues of real estate and business and that comes from a more formal education.

You are trying to make this look formal, and that is fine, but I don't understand why your talking in the thrid person?

Also, do the membership certificates need to be formalized and created by some other company, or is that something you can do at home for free on your PC?
