I used base rock (4-6 inches of class 2 base rock compacted at 2-inch lifts), an inch or so of sand, pavers, and a polymer modified sand (which has a little bit of bonding strength) to fill the joints between pavers and prevent weed growth.

I would go maybe 18% to 20% less in rent, for the loss of a bedroom.If this guy really want's to make money off renting out a spare room in the house, he'll probably give you a good price to do the egress window.
