PHAs administer "owned housing" these are usually multi-family complexes  but may have technically SFDs as 1-4 units but usually in a complex of similar units.

Technically neither do you since you aren't legally allowed to enter the property until you are given a deed.

Have a focal point in every room, art, a rug, something eye-catching for a subject that ties the room together and make sure at least a few shots have low depth of field and focus on that feature (blurry background...hence focal point).8.

This tells me one of three things: either it’s a scam or the developer has something to hide, has nothing in his background to justify that he could make the project a reality or the developer doesn’t think it’s necessary that he gives any information about himself, which in my book amounts to gross incompetence.

I would have your agent reach out to the listing agent and ask for more background information.
