Not sure if the answer isa) nothing I can do about it, b) put a wireless water meter to help detect leaks on it (how does this work for a rental where the internet is theirs?)

Those aren't always nice and could range anywhere from $500-1% a year...that's for sewer and water or flood control improvements. 

Currently, the house is on one water meter, electricity, etc. 

Now we will have to put in some rehab during to severe water damage and general updates.

I wanted to share a situation regarding a persistent water intrusion problem affecting only two units within our newly constructed condo building consisting of 12 units.

Right, the list of things to maintain and/or replace is never ending; rugs, AC filters, light bulbs, water filter in fridge, detector batteries, pest control, coffee maker, stove eyes and pans, silverware, bowls, glasses, sofa cushions, pillows, blinds, brooms, mops, vacuum, brushes, shower curtains, bath mats, beach towels. 

Each time it rained hard, water would rush down the hill and go into my basement via a too low window well.

There was no cold water from the time I moved in on 12/23.

We mainly work on bathrooms and kitchens and restore what the restoration companies tear up when they mitigate water damage.
