Broken water pipe underground

Good morning All,

I am currently renting a house in NC. There was no cold water from the time I moved in on 12/23. A plumber was sent to make the repair on 2/17. Shortly after I was advised by the utility company that there was an issue with my water that is indicating there is a massive leak. I immediately notified my landlord's rental management company and a plumber was sent to the property. After 10 min he left. When I went to the utility company with the itemized bill I was advised the leak had gotten worse. I immediately informed the management company who's response was "I'm going to send a licensed plumber out this time". My current water bill is $1527.45. I am advised by the utility company nothing can be done until the leak is repaired. The new plumber came and advised me there were 2 leaks as a result of the repair made by the initial plumber and one is underground. I now have the $1527 plus the next utility bill to pay. Is there any landlord responsibility here?
