Cons: Very high monthly payments would necessitate we rent out our ADU on our primary property which is undesirable because we'd have to invest a substantial amount to get it up and running, we'd no longer have use of it (we use it a lot for family and friends) and we are stuck in 30 day only market so the return is much lower than with STR. 

The even uglier part of this is, I've been working with PHH since mid 2020 about working on a loan modification, COVID related.

If its a portfolio loan, would the lender allow you to do a loan modification if rates drop and reduce your rate (I have done this!).

On the day of the install we received a call from the Home Owners Association that the property modification form was never submitted by the seller and the windows already installed does not satisfy the HOA criteria.

This isn't what you are doing, so modifications/adjustments will have to be made to address your situation.I cannot ascertain if you are self-managing this property from your post, but if you are then you really need to know your responsibilities and should review the requirements.
