I got a plumbing company to come snake it out and they did a camera view and saw that the connection from PVC to the City Drain has a short clay pipe still there...thus with the ground shifting the PVC no longer drains clear to the City Drain.

In Milwaukee, where much of the city was built on clay and most houses need (or will need) foundation repair, it's actually a selling feature when foundation work was done by a qualified contractor (it means the buyer won't have to worry about it in the future).
