I believe though Douglas County is no longer "rural" enough for USDA programs.

I think it would be great for a multi family building with 10 units or more and they don't believe it would be a good investment because you don't see vending machines in apartments, even with 50 units.

I believe new construction loans typically require a 20% down payment so you'll likely need more cash on hand than buying a primary residence.

I still (strongly) believe that supply will pick up in the spring once STR owners are disappointed with 2021 holiday figures, deteriorating property values on the mountain.

VA is intended for owner occupant but I believe you can get up to a quad. 

But with the ability for sponsors to buydown floating rate caps for the next 3 yrs, it is up to you if you believe their marketing.  

Having at least one shower/bath is considered making a unit habitable--I believe (wasn't obvious from my limited research).
