I house hack a 4/3 single family here in CO and if you put the work in screening your tenants it can be a great arrangement.

But in the arrangement you want, expect to be paying top-end interest (>14%).Also, don't expect high LTV.

I'm not sure what makes the most sense in terms of how this type of partnership would be structured, or if this is not really an arrangement that lends itself well to a joint deal.

The proper chain of events would have been:Tenant hangs clothes>clothes fall down>tenant notifies you via your trouble ticket system (formal, text, whatever) that shelving fell down > you fix or arrange for someone to fix shelving and thank tenant for letting you know. 

You could try to list and see how bad it is to make arrangement with tenants.

Too much risk ... too much liability.Third - On self-help arrangements (when they are permitted in very rare circumstances), the amount of money added to your loan must include labor, materials, profit/overhead, permits, etc. just as though a contractor was doing the project.

I would ask the pm their reasoning for the wording in the contract and come to an arrangement.
