So the neighborhoods united together and pressured the city council/mayor to make it illegal to have a short term rental in any residential zoned property (unless you are an owner occupant) and for commercially zoned properties they have be at least 1K feet away from any other airbnb -which is like a unicorn to find.

@Jessica Miller, The real hurdle in Baltimore City is the change/conversion from one unit to two or more units, because in many zones that will require a City Council Ordinance.

City council has agreed to table the ordinance for now, but is looking for other solutions to this issue.

Hello,I have a property that was a RS3 that we converted to a RT4 where city council passed the ordinance/zoning change at the December 2023 meeting. 

Look VERY carefully at all documentation - speak with the legal council, look for VERIFIABLE information.

It may be 1 meeting for the P&Z and a 2nd for the City Council. 

That might save you the cost of retaining a lawyer.Since Watershed is a City department, you might also try contacting the member of City Council who covers your neighborhood....But I wouldn't try to tackle the bills or liens until I understood the root cause of the problem.
