This is a great idea but I think main problem is how to find an inspection services or your city inspectors who are willing to go to China to inspect in every necessary phases.

I once called the county inspector there to inquire about a house that had been converted without permits, and he said as long as there was egress for fire, that they didnt care how or when it was converted to a multi.
