For example, the house we have in contract is in such a subdivision and the area commands higher values than lower areas just a couple blocks away and this is mostly due to insurance - buyers want to avoid the extra cost and area willing to pay more.

The area isn't the best I'd a an A block in a c class area but it's adjacent to an up and coming area so it will come around.
