You could add insulation between the walls but that will not stop vibration.I would tell tenants not much you can do. people have the same issues in apartments.

If you want an apartment or townhouse style condo, prices are lower.

I don't expect the tenant to be checking their water meter on the backside of the building since it's at an apartment style building so would this fall on the condo association or utility company to refund the tenant?

Some apartments are very cleaver with this idea.If the property is in your name only, then you can probably do it yourself.
