In the lease we stipulated that water, sewer and garbage bills would be paid by the landlord and that the charge would be passed on to the tenant along with a convenience fee.

I have gotten financing for Baltimore rowhouses that have boardups nearby - the stipulation I got from the lenders was there cant be an adjacent boardup, but further away on the same block was ok.

The HELOC had a stipulation where I had to take out at least $40,000 and keep it out for three months, in order to get a lower interest rate - I guess so the bank would get some of their interest right away, although I'm supposed to close on the property soon.
