I rehabbed a cat pee house,, the urine had permeated the grout, the sub floor was actually still damp with urine.. so we also had to rip that out.. tile, grout, sub floor..Excessive nail holes are tenants responsibility,, charge for repair.Good luck.

Secure bank financing.House, at the very least needs a serious paint/nicotine removal job, new carpet/flooring throughout, some junk removal in garages, new refrigerator.

These items will often become permeated with liquids or even just odors forcing their removal from the unit.

The principal differences being:the electric baseboards (EBB) are install and controlled on a room-by-room basis; andEBBs rely on convection to permeate heat into the room (there is no fan circulating the air)In theory EBBs should have similar operating costs to a centralized electric forced air furnace (if not lower), however, in practice, that is usually not the case.Because of their reliance on convection, EBBs have slow recovery - i.e. if there has been a draft (someone opening an external door or window) or if the heat has been set back during the day and was turned up on the occupants return.  

The odor permeates into all of the rooms in my apt making relaxing and sleeping somewhat difficult.

If so, how labor intensive is it to remove the smell and nicotine from the house (i.e. walls, air ducts etc), that is, assuming it's possible?

If they smoked, and walls have nicotine stains you can charge to prime / prep walls for holes.

In that case I'd be more concerned about smoking than pets, because I don't like the possibility of fire and cleaning off nicotine is annoying.
