Withholding From Deposit - Documentation

Hello, I had a place pretty trashed by an outgoing tenant and we’re using the opportunity to re-paint and replace carpet with vinyl. What kind of documentation do I need and who do I need to present it to in order to withhold from the security deposit? I don’t have to replace the torn up carpet with vinyl; that’s an upgrade. So do I get a carpet quote and deduct that amount? Can I deduct the full painting amount?
