Durham tends to offer slightly better cash flow opportunities compared to Raleigh, especially if you’re targeting neighborhoods that are up-and-coming but still affordable.

Mechanicals, roofs etc. can be towards the end of their useful life and pass inspection but then the cap ex can't be absorbed in many of these C/D neighborhoods.

I found a house that I like to purchase in a great neighborhood and the exterior looks great for a 1922 stick built house.

Look into neighborhoods like Jefferson, West Boulevard, Cudell, Clark Fulton, Brooklyn Center, Old Brooklyn, and Garfield Heights.I suggest working with an investor friendly agent so you can get the right guidance!

VERY unlikely unless you either source an off-market property yourself or you find a unicorn deal (our last semi-BRRRR was a B-neighborhood property we sourced from an out of town wholesaler in late 2023, but couldn't get all our capital back out on refi).  

Recently a duplex came on the market that I am really interested in, it is located in an A neighborhood.

At any given time there are countless C/D neighborhood properties in Philadelphia that can be leased to a section 8 voucher recipient that cash flows well. 

Almost all of our SF rentals are in owner occupants neighborhoods. 

But I would think they all can easily run the comps so you know the numbers you are aiming for in any given neighborhood/block/property.
