The monthly payment is only ~$720 and the interest rate is fixed at 8% fully amortized with no balloon. 

You can do this as a rate and term refinance with no cash out, or a cash out refinance. 

They are locked in with a 6% interest rate on a property that we went above asking price on.

Interest rates:  I don't really care where interest rates go--I just want to have some way to figure out where they are going. 

I am leery because it is such a small deal…just 1 small 1 bedroom unit…and not a great a deal unless maybe you are local and have a use for it…walk to community college.  

Trump has said he plans to keep owner occupied rates at 6% through 2026.

The effort to foreclose, the limits on rates, etc.Maybe a unicorn to find HML that will loan him the necessary money, but I doubt he will find it.
