Such tenants are the exception, not the norm.

It does not cost the landlord except for the labor and materials.

A quick search shows that Ohio is a Caveat Emptor state with only 1 exception, latent defects.

Am I correct here, or does this exception mean something else entirely?

On the surface that sounds fine except with VRBO I did not where I have access to their credit card to charge them directly but rather I could submit an extra charge and it's up to the guest if they pay or not.

No one understands (except the PM) why it cost $100 to send the maintenance guy to change $3 worth of batteries. 

There is no communication except for an irrelevant biweekly blog that holds no value to me.
