So - we have rules - "No bicycling or ball playing in the parking lot" - that go for persons of all ages.

I started renting furnished apartments and bicycles.

From the info you gave I am not sure how the storage situation is but I might consider doing minimum work and turn it into a storage area, maybe they can put their motorcycle, bicycles,  fake christmas trees etc.

Ditto kids and their piles of unused toys.Formal dining rooms and "bonus" spaces are so last century.Where we once chose to test the limits of the planet's resources by (quote the pope here) "breeding like rabbits," we now limit our offspring and thus need fewer bedrooms.Where most of us once had giant SUVs taking up space in a big garage so that we could burn expensive fuel and hours of each day commuting into downtown from the 'burbs (the only place where we could fit all of these toys), we now own bicycles, bus passes and own/share sensible small electric vehicles...

The standard answer is to call the police, although constantly having bicycles in public areas or breaking every rule in the condo association is not a police matter.

@Kendall T. we won a bicycle for $5 at a charity auction once, I'm sure that was a blessing from God.

Unfortunately, they gave me a bicycle instead.
