Renter Breaking a Lease
We are presently leasing till November 2012, our landlord is planning to move in at that time. We have a problem with a neighbor(high rise 6th floor, 6 apartments to a floor) where he has been baker act (sent to institution for 3 days) . He is living with a partner that has neurological problems, we and the neighbors have witnessed constant verbal abuse. The Mgt, the HOA, the board of directors will not do anything. We are concerned for safety issues, the police have been here 6 times in April, and are patrolling the area everyday. Everyone is aware of the problems, from sleeping in the elevator, to talking to children at the bus stop, to accusing various people of stealing his items, treating the garage area and many of the common areas as his sole property. He spends abnormal hours living in his car and obsesively cleaning his car. The landlord is quite concerned, especially since he plans to move in, he has been beneficial but we are unable to get any of the board to help us. The standard answer is to call the police, although constantly having bicycles in public areas or breaking every rule in the condo association is not a police matter.
