Move te waste pipe back a few inches to accomodate the dishwasher.I think option 1 will be much easier and less expensive since it only involves moving pipes 1-2 ft.  

If you're going install drywall or paneling, wood 2x4's will accomodate plumbing and electrical. 

If they are very small they probably will personally guarantee but in general they will be able to find accomodations to not have to.

The property was habitable without a fence and the only reason to add a fence is to accomodate a tenant with a dog, and hopefully gain a higher rent at the same time.Even though it is an improvment, there is a safe harbor that may allow the entire cost to be expensed. 

Or something like a large base of traveling nurses/doctors that need simple accomodations on a shorter-term lease?

I always kind of chuckle because if it’s something you’re doing you really shouldn’t brag about it.regulators can take a very long time to follow up on these things.. some of the mortgage brokers that were so absolutely crooked pre GFC then went out of business and thought oh well do something else.. well about 3 years or so after the fact they get the feds on themone broker I know got 5 years in the slammer .. but his bad acts were in 06 to 08 and he did not get his new accomodations until 2013..
