The second floor apartment was larger, but kept very messy; i.e. pet hair everywhere, spilled food, and the very heavy scent of unwashed clothing/bedding and cat spray (the tenants had 3+ cats in there).

You could probably hire out or perform the driling and rebar aspects yourself, just have a crew come in and spray the concrete; surely you could achieve this for less than $42,000.!

@Michael BuckleyThere is a info commercial I have seen on TV, two guys fishing in a boat with the bottom of the boat sprayed with a can of some kind of rubber sealer.

Some units before at the apartment complex the inherited smoker tenants when they left you had to spray down all the walls to take off the smoke before you could even Kilz it.
