The issues on investing are overwhelming (1) Lack of police presence(High Theft rate &Murder- break-ins and let me know if the police respond to your call on time or even do.

Yeah I don’t want be morality police but I don’t want to have more than one roommate especially if the other isn’t paying.

The Cleveland Heights police told me that they get about three of these thefts every day... and even questioned how long I have known my plumber! 

I doubt if they can help any though.If she is damaging property call the police.

We just evicted a tenant with a 3 day notice for criminal activity (we received a letter from the police department about the tenant in our unit). 

If you will be living there you can police it more easily.  

To add to this, I don't think he wants police/eviction process involved either.

Outright fraud - taking money without doing any work - should be dealt with at your local police station.
