They stand behind their work , its their reputation .Now , Chuck in a Truck who charges by the hour and does power washing , painting , bush trimming etc .

I told him I am not ruining my 15 year reputation for 1 potential sale.

I would get the advice of local reputable builder that currently builds in your local municipality. 

Have the repairs written into the purchase agreement with the consequences for the sell falling apart. 

I feel like many don't factor in the tax consequences of a flipping business and simply focus on their pre-tax profit.     

Otherwise it hurts my reputation to throw junk people his way.

The risk in wholesaling is loss of earnest money, spending on marketing that leads to no deals, getting a bad reputation if you put bad deals under contract and have to weasel out of them with unethical escape clauses etc....

There has got to be some requirement of accepting help and working to solve problems whatever they are in exchange for the help,  and those who won't take the trade should move along and accept consequences for any illegal activity until they see fit to change their minds.What I don't get is that the city has a lot of surplus land -- and a lot of people with a lot of great ideas to quickly build a class of housing someplace between a glorified garden shed and a 200-300K or more per unit "affordable" housing complex.   

Not sure if I will do that or not yet, I will get quotes some reputable painters I know and assess it.The house is owner occupied which is a plus.

We can ask for it from the seller, but end up with a reputation for retrading.
