It is zoned multi-family and I could do 14 or 15 straight townhouses but the City in question, while they immediately adopted the latest ADU rules, has archaic multi-family land-use regulations centered on a large apartment complex mentality that are costly for infill / middle housing  (1.75 off-street parking spaces per unit, major landscaping requirements, "amenity" requirements, unreasonably large setbacks, etc.). 

By having another sleeping space, you are adding to the total number of occupants accepted in the property.Finally, attractions.

When you gut a space, costs spiral exponentially because you need to bring everything up to current code!

He has a handful of support staff in an office space that could easily hold 5 times as many if they were in cubicle.  

Most people focus on Space X when they talk about Brownsville, but I think LPG will have a larger effect.The bad part is that Brownsville itself isn't great.

If its on the same parcel still as the main property it would be appraised alongside with the home - typically not taking full credit for rental income but more of additional square feet/space to the property.
