Owner occupancy in a duplex would certainly qualify, but you'll have to pay relocation fees to the tenant, and file a declaration and give some time before moving them out.

I understand this but once moved in a tenant can declare that they are adversely affected by Covid and only have to pay 25% of the rent and I cannot evict for non-payment.

Not sure if this helps or not, but in most states you can surrender the title, declare it to be permanently affixed to the land, and it becomes real property and no longer a mobile home.
