Tenant taking advantage of the moratorium to avoid paying rent

I have a Tenant living in the same house as I whom is taking advantage of the moratorium to not pay rent. She gave me declaration after I confronted her about not using my property for commercial use which I have it written in our month to month lease. She is  unwilling to provide any financial documentation and refuses to work out a financial plan with me while she goes on vacations. She told me she can do whatever she likes and I cannot evict her. Any advice on how to get this person evicted before the moratorium is lifted? I have other Tenants here. This is a single family home.
