Also, The money I was going to use for a downpayment, I am having to use to pay down my monthly bills ( credit cards ), to get me at a DTI , that will qualify me for a loan on a house in the upper $80's to lower $70,000 range.

This seems dangerous to me at best... but in this particular case I didn't address it in the lease... so I'd feel bad about not allowing it after the fact.For reference the fireplace is listed on the property appraisers site as a 'pre-fab' model.
