If the insurance company paid you more than the roofer is going to charge, there's a very good chance your roofer is not a quality roofer and plans to take some shortcuts or use lower-quality materials to keep the bid low.If it's a true over-payment, I would talk to the insurance adjuster and figure out how to return any unused funds.

There are other restrictions that go with the zoning, which will require some sifting through Title 21A of the county code, or you could shortcut that search by talking with the local planning department as noted above.As Nik notes above, individual cities may have their own zoning codes.
