You might the county assessor first and see if you can get the tax ID, from that see if there is a plat map reference, you may get that with a street address, then you can take the legal description and search the recorder of deeds by the legal.

I've been approve by the bank and they are willing to loan 80% of the money, but I need to come up with the 20%.

A Roth IRA is a separate legal entity, different from you. 

I know where I live a project like this could be very difficult and expensive to get approved through local planning boards. 

My question is,is there such a position as that,  and is that legal?

In that case the investor was using a jerk attorney hard money lender in our market who had approved the loan until he saw my profit.  

There's a lot you can do to make your property accessible without earning the ADA compliant stamp of approval.
